I wonder if I can use drush 7.0-dev (instead of drush 6.0) with D7 7.37. Seems that drush 7 is for D8, but I am lost in my current environment and only see drush 7.0-dev,

Drush 7.x-dev is tagged as unstable on the drush github project page. I wouldn't use it. I would use the latest stable release which is 6.6.0
