Theme the password reset page [#2484653]

I had the requirement to theme this page. However, because this is using the user_profile_form I could not target this page specifically. So I created a theme function and template file which can be overriddden in your theme.

Any issues please let me know. Could need a bit of work but in my testing this worked a treat.

There is an issue with this patch against 7.x-1.5

After applying the patch, the 'Save' button on the password reset page stops working.

The button is clickable and the css realises the button exists but when any user clicks on 'Save', nothing happens.

I am not a developer, so please review this issue, because this is very important :(

I even tried allowing anonymous user to View the administration theme, but it didn't work either.

This could be even considered a bug if we don't use the /brief option, because in that case the user is directed to his complete edit page (where he will have to fill all the required fields!).
