After updating from webform 7.x-4.1 to 7.x-4.8 the form submissions stopped displaying. The update ran without error with 11 updates to the database. The submission data is in the database and I can view the submissions in the "Table" view but the main "Submissions" view displays nothing beyond the tabs for the node/webform. The list of submissions doesn't show. This is the case for both old and new submissions since the update. There are no errors displayed on the page nor in the error report. I'm not sure where the issue could be.

I tried clearing both the site cache and the views cache but the issue remains. I was able to reinstall webform 7.x-4.1 and the submissions display again. Because of the security update, I'm went back to and I'm currently running 7.x-4.8. Since I'm able to view the submissions through the table view, as well as download the submissions this is not a show stopper. Still, I would like to resolve this issue.

Let me know if any more information is required.

If the Results tab is displaying but the Submissions tab isn't, something has happened to your Webform Submissions (machine name webform_submission) view. Maybe you have a view with a conflicting name? Maybe you disabled it?

You can enable the Views UI module so you can edit the view and preview it to see what might not be working right.

Since this is only happening on your installation, and not 10,000's of others, you will need to investigate to see what's going on. Please post back when you figure it out so others may benefit.

That was it, there was a conflicting view that was created for webform submissions a long time ago. I was able to revert the webform_submission view and the submissions displayed. Thanks.
