There are two description fields and that causes confusion

Views added a description field to the "Configure filter criterion" dialog after BEF added the description field available in the BEF Settings dialog (under the "More options..." fieldset). So now there's two ways to add a description to a filter and, in some cases, you can get it to render two descriptions.

This is a poor site builder experience and leads to confusion.
