Very minor, but if a conditional is controlled by a component on, say, page 2 and the target is the page break for page 2, the existing forward-reference error message won't detect this because both are on the same page. This is because the page break between, say, page 1 and 2 is defined to be on page 2.
A separate error check and message is needed when the target of a condtional is a page break and the source is on the same page.
