When trying to download a file as an anonymous user I get a Failed - Network error. The same file can get downloaded without a hitch when logged in. The file is public and the permissions to download any of the file type and own of that file type are applied to the anonymous user.

Please let me know what other details you would like. I will continue to debug as well.

System is running IIS 8.5 and running with MSSQL SERVER 2012 and WinCache.

An update to this issue: If I do a ddl(); within the file_entity_access function before any rights are set for the static cache.

This was resolved by upgrading sqlsrv driver from 1.x to 2.x.
