When you add an Atom in the library DnD interface, in French, the options allow you to limit access to the "Fetch / Edit / View / Delete" functions. This is already a little incoherent because "Fetch" becomes "Insert" when you are viewing the contents of the DnD Library.
But in French it is worse because "Fetch" is translated "Mettre à jour" which is the same thing as "Modifier", so we have options to set "Mettre à jour / Modifier / Voir / Supprimer". Then in the library, "Insert" becomes "Insérer" which is correct.

The "Insert" link however is not "Fetch". It is just an extra way to insert an atom into the wysiwyg, on top of drag and drop ing. It has nothing to do with Fetch. So that part is correct.
Translations are done separately from the module, so we cannot really commit anything here to fix it. I guess it would need to be fixed somewhere at https://localize.drupal.org/translate/projects/scald
Unfortunately I'm neither fluent in french nor part of any localization team, so cant really help with that.

(It could be done by the translate interface of the drupal install, or by using the stringoverrides or stringoverrides_advanced modules.)
