OG adds a group tab for admins like in https://www.drupal.org/node/2014935
With contextual_tabs I thought it would be in the drop down.
Is it missing?

The OG "Group" tab was renamed to "Config" in Open Atrium because it contains general configuration settings for Spaces and using the term "Group" wasn't appropriate and caused lots of confusion.
