Re-implement hook_amazons3_url_info(), or inject commands

In getExternalUrl() there is a (disabled) hook call to amazons3_url_info. This has an advantage of simplicity, but really limits what hooks can do. Instead, we can set up the S3 client so that we hook into it whenever a command is run, letting other modules modify *anything* the SDK is doing.
