Let me re-phrase my question.
As an admin, how can I add people to either a public or private group?
There was an "add user" block for organic groups once.
Is "Find content" is located at admin/content?
Selecting the group does not give me the add user block.

mpotter CreditAttribution: mpotter commentedThe Add Member box is in the right sidebar when you are viewing a group page as mentioned in the docs. If this is not appearing then you have done something to change the panels layout on your site. You might check if the oa_layouts feature is overridden and might need to be reverted. The question has been answered so this is a site-specific issue.

I would guess that the docs on the Openatrium page should be updated.
