Display content type configuration in a vertical tab [#2467395]

The content type specific configuration is no longer displayed in a vertical tab in D8. Instead it shows up at the bottom of the "Submission form settings" tab.

To replicate this, install the standard profile and navigate to /admin/structure/types/manage/article.

I had accidentally committed this with the wrong commit message as commit 1af76dc. I have reverted that commit and have now committed it again with the correct message.
