I am seeing a strange issue that I can't seem to hunt down. I have Addressfields and Commerce profiles and on the checkout page the State field is listed before the City (Province) field for US and Canada.

Address 2
Country
(State)
(City)
Zip Code
In the backend it is listed correctly and it also renders correctly in their address book. Any ideas what may be causing this? I seem to be at a dead end.

bojanz CreditAttribution: bojanz commentedIt's probably a theme/CSS issue? Can you try switching to a default theme (such as Bartik) and seeing if that changes anything?
