Releases for Update Rules

This update requires you to run update.php or drush updb. You should clear your cache after updating the database.

• Creates new update_rules_release_ids database table
• Moves release ids out of the variable table and into the update_rules_release_ids table
• Utilizes new update_rules_release_ids table
• Improves uniqueness of guid value (will maintain old guid format in case you're using them)
