[Meta] Drupal.org context messages [#2463799]

Problem/Motivation

There are many situations which need the ability for drupal.org to show messages under certain conditions/contexts.

Proposed resolution

Allow contextual messages.

issues which need this, should have the tag: d.o context (they do not all need to be children of this issue though)

(done) Make tech issue, #2463809: Implement a way for Drupal.org to have context sensitive messages
(done) tag other issues.
work on tech issue
pick one context message, and implement that (dont work on all them until we have one success)

Great to see this is a priority.

I'd love to see the first context message be an add for https://assoc.drupal.org/d8accelerate which is served to only anonymous users on every page of drupal.org and delivered in the preferred language specified by the browser. There are obviously other choices to consider.
