Put a tab for Taxonomy Manager on admin/content/taxonomy page

It's extremely handy to have tabs available on the admin/content/taxonomy page.

Current modules that do this are(at least of the ones I am using :))
Taxonomy switch has a "Switch" tab
Taxonomy default has a "Default terms" tab

It's nice to have some consistency about where you can access tools.
It would be a VERY nice place for a tab for this module as well.
