The warning (cfr. 2148199) makes no sense on a development site where the synchronization process can be used intensively to travel in the "configuration timeline".
A solution could be to check if the site is configured in development mode, i.e. if the include of settings.local.php is uncommented in the configuration file settings.php.
Another solution would be to add (in the warning area) an option "This is a development site" which would remove that kind of warning.
