hook_field_group_pre_render does not get invoked in field group 1.2 through 1.4. It works in 1.1.

Can anyone confirm or contradict this?

So this is a non-issue. The problem was actually with scald module -- field groups aren't being rendered *at all* (hence why the hook wasn't being called!) in scald atoms, but that is fixed here: https://www.drupal.org/node/2166519#comment-9725303
