Remove trailing '/' from USER_BADGES_ADMIN_USER_BADGES_URI constant

Currently the constant USER_BADGES_ADMIN_USER_BADGES_URI is defined using a trailing slash, however at some point we need thatwithout the trailing slash. (For example defining path in hook_menu or pass it as a destination parameter.)
I've refactored the code and will provide a patch for that.
