How to enable user/%user/edit, unable to find the "general form" as content for my pane

Trying to enable "user_edit" at admin/structure/pages gives me the message:

"Page manager module is unable to enable user/%user/edit because some other module already has overridden with user_view_page"

.
I also tried to create an existing page at admin/structure/pages/existing-pages which lets me overwrite the path user/%user/edit.

But I am unable to find the "general form" as content for my pane, since when trying to add the context "User edit form" I would have to provide an ID "Enter the name or UID of a node" but tokens do not work and any ID I try to use to at least being able to submit the context, leads to ajax http error 500 (PDO exception syntax error or access violation... profiles/openatrium/modules/contrib/ctools/plugins/contexts/user_edit_form.inc).
