I have some Drupal users called "content publishers." I want to give them access to the black Drupal admin bar that's at the top of the screen but the only thing I want them to see in the black admin bar is:
admin/content
where it shows all basic pages articles and so forth as well as the +add content link so they can create more content. Can someone tell me how to do this?

I would recommend using
I would recommend using shortcuts instead of the admin bar. You can add a new set of shortcuts, assign the links you want, and assign that shortcut set to users. This way you have complete control what is in the set of shortcuts. There is a shortcuts block you can then assign to a region.
