I just wonder, why menu_links aren't included in build created by MenuFeaturesBuilder builder. Am I supposed to create my custom builder for them?

I haven't really decided how to handle menu links. That's one of several cases where it's a grey area between content and config. Taxonomy terms, and even some non-content usages of nodes or other entities, and webform configuration are other notable cases.

I generally use a migration to handle menu links, but I'm interested in hearing how others handle them via Features. Feel free to leave a note in this issue or reference blog posts or other materials out there on the internet regarding this.
