Legend Needed for Fieldset

A legend tag is needed for the fieldset for users of screen readers. The fieldset is provided when the "Show format tips" permission is enabled.

I think the tag we need should look like: Information and selection of various text formats

I am not sure how to add this into the PHP for the module so I would appreciate some help.
