i was under the impression that Radix via Compass already added all the Bootstrap js files or do i have to do this in my subtheme? am just not clear as to how to turn them on and i cannot find any documentation on this that is specific to Radix.

Bootstrap JS is automatically added by the theme or pulled in if you're using bootstrap_library.module.

Then all you need is the markup expected by Bootstrap to render a popup or tooltip. See http://getbootstrap.com/javascript/#tooltips
