I am needing some help with taxes. In the latest version of commerce (7.x-1.11) it has a select list labeled "Include tax in this price" and it shows my City tax and my State tax, but I can only choose one. I am not sure how to change this so I can choose more than one tax rates for my products.

That option is primarily meant to be used by European users who must include VAT in the displayed price of products. In CO you shouldn't be required to display sales tax until you get to the shopping cart / checkout form. You typically wouldn't want to include the price in this fashion anyways, as I presume you only want to add those taxes to orders being purchased from those areas. You should instead just be adding conditions to the rule components created for these taxes so they only apply when necessary.
