If I choose to put the same block in to multiple themes or even multiple regions on a single theme, when I look for the block to do a 'single export' via admin/config/development/configuration/single/export i am presented with multiple identical block names.
There is an example of this with a 'default' installation.
"User account menu" block is set to show in both Classy and Bartik in their respective Secondary menu regions.
If i were to want to 'single export' a change of settings, I am presented with a dropdown list (see screenshot)
Similarly if i make a block eg from a View and utilise it a number of times, each instance gets listed. And if i go to the trouble to 'override title' for each of them, I do then get some indication in the dropdown as to which is which.
But it would be awesome if eg the 'region/theme' could be appended to the block name as it shows in the dropdown automatically

I tested this on Drupal 10.1.x, standard install. I added the breadcrumb block twice and then looked at the config single export. The dropdown shows each block by Label and block id. So, in my case there were 3 breadcrumb blocks to choose from.
Therefore, closing as outdated.
