I've added the workflow field to the 'user' entity. After attempt to create new user this leads to "PDOException: SQLSTATE[23000]: Integrity constraint violation: 1062 Duplicate entry '33' for key 'PRIMARY': INSERT INTO {users} ..."

I coould not replicate this.
Please try latest dev version (2.5+dev).
When you enable Views UI + Workflow Views, you can enable a Workflow Hisotry on the User , too.
