Downloaded and installed out of the box Open Outreach 7.15 from Drupal.org.
After installation the default Outreach theme does not load.
Switching to Bartik loads Bartik.
Switching back to Outreach does not load the Outreach theme!
No message in the error log at all!

Solution:
My hosting provider needed a change in the /sites/default/files/.htaccess to secure the server.
Had to change: Options +FollowSymLinks into Options +SymlinksIfOwnerMatch
