I am a newbie to Drupal/PHP. I would like to be able to move primary menu items above the orange area(secondary links section). It should, technically be between the banner(logo section) and secondary links sections. I hope what I need is clear and makes sense. Thanks for your help.

I moved the whole div section with id="utilities" to after the site slogan (about line 58) and before the php for secondary_links. Then I change the layout.css #utilities change the padding: 2px 0; move the menu down some.

If you feel that this issue is still valid, feel free to re-open and update it (and any possible patch) to work with the 7.x-4.x branch.
