I first noticed this issue with beta6, and updated to see if it was fixed.

Clean install.
Add a start and end date and time for event.
Create a Room.
Create a Timeslot that ends after 5pm, eg 16:00-17:30. Timeslot doesn't display on the Scheduler page.
Edit Timeslot, change end time to 17:00. Timeslot does display on Scheduler page.

How do I change this upper limit on timeslots?

I had a thought last night...

Our event's Timezone was set to Bangkok, which is +7, and we couldn't add sessions after 1700. 17 + 7 = 24.

Sure enough, setting the timezone to UTC fixed the bug.

We can now schedule sessions after 5pm.

I hope that helps a dev track down the bug.
