Make autocomplete more performant

So, getGidsForCreate calls entity_load for all public groups then checks og_user_access for each indivudally.

Should be able to model that behaviour via a few queries

Also, for 'all' field mode (used in panes exposed forms), it's calling the user group stuff, which isn't needed at all since just want groups the user can access.
