After fixing #725840: No dropdown menus in RTL language,

Now extra borders are visible in admin menu toolbar

The CSS (when applied to the elements directly) works for me, but RTL CSS file isn't applied for me.

False alarm. When applying the patch the css file was created in the wrong location (user error). After moving it to the correct location this works.
