Fresh install, enable content translation.

Under /admin/config/regional/content-language?q=admin/config/regional/content-language

enable Product and Store, and enable their fields. then save.

The product (fields) can be translated, while the checkboxes are unchecked for "Online Store" and its field (Store name).

When go to /admin/commerce/config/store/add/online to add a new store, there is no language setting.

With head of Drupal and Commerce, this works fine in my testing.
