In the past there was a file called "image.devel_generate.inc" with the function image_devel_generate(). With that you could create images for testing purposes. At the moment it has been removed from module devel_generate. Can it put back in devel_generate?

That's gone since #2320157: Generate placeholder content for Field types

All these elements are in core now, what you're looking is probably in \Drupal\image\Plugin\Field\FieldType\ImageItem::generateSampleValue
