Node Changes update deployment

Node Changes and Project modules have code improvements that will briefly affect production as they are deployed. For up to 15 minutes, the issue comment form will be unstable. The issue edit form will not be affected. This will increase our flexibility for future issue comment form changes.

Sub-site database migrations

Times vary (see @drupal_infra for specific times as changes times are finalized)
Production outage: YES
Change affects: Drupal.org sub-sites
Throughout the week we will be migrating Drupal.org subsite data to our new database cluster. Each site will be migrated independently from one another, and will offline during its migration. Migration times will vary based on the size of the databases. Please be sure to follow @drupal_infra for status updates.

Backout plan:
If migrations cause long downtimes we may investigate alternative methods of replicating data to minimize downtime. Tests will be performed while the sites are offline, and can be failed back to the existing database cluster in event of failures.
