Only the user with administrator role and having uid 1 have the permission to access and manipulate the userqueue.
Other users with administrator roles are not able to manipulate the userqueue.

after apply this patch working fine.

Issue fixed. Make sure you have given administrator the permission to view and manipulate userqueue.
