Drupal\Core\Config\ImmutableConfigException (catched) while saving configurations in 'Config editor' [#2413761]

Now configuration objects by default are immutable. Fixed ConfigEditor::submitForm as for #2392319: Config objects (but not config entities) should by default be immutable
