@markcarver - this has been a magnificent contribution to Drupal. For new developers on a D7 site, its a bit confusing which version to work with. Project Overview still reccomends 3.0 for D7 (released Nov 2013). 3.1-beta 2 (released Jul 2014) is not recommended for production, but most fixes/patches and issues are on 3.x.dev.

3.x.dev barely resembles 3.0 so to start a subtheme on that version seems like instant obsolescence. 3.1 beta-2 has been around for a while, but again 3.x.dev has a lot of momentum and many commits.

I was wondering if you had some thoughts about how 2015 might play out for the bootstrap module? How should someone starting a D7 project approach it?

I really do not have an answer right now. Aside from @neardark (which he is mostly focused on the 8.x branch), I'm the only one putting any major work into this base-theme. Yes, there's been a few patches from others to fix some small bugs here and there, but the bulk of the work is only when I seem to have time to do anything with it. I've been swamped with client work and unfortunately that comes first.
