everytime the checkbox "aviable as block" is not set (and this is default ) the code in webform_configure_form_submit_save() runs and calls block_load(), which is obviosly not present if the block module is not enabled.

Searching the issue queue for block_load would have found that this issue has already been reported and fixed.
