Strange, I always have devel enabled and it still works. Do you get any error messages?

To testers: Enabling devel was not enough to reproduce your problem, you also need to use Krumo error reporting instead of standard drupal in admin/config/development/devel

I pushed a fix to the branch hotfix-language-bug, waiting for review and then we'll release it as a hotfix. This fix also makes translation of the strings in the editor work again.

This is still an issue if you enable one of the 2 devel options
"Display page timer"
"Display memory usage"
Its not possible to upload files in the editor, the message "File is to big" is always displayed.
