Problem/Motivation

Stub methods getIDFromConfigName(), createFromStorageRecord() and updateFromStorageRecord() are not implemented and not tested in KeyValueConfigEntityStorage.

#1853856: Document that ConfigEntityBase and ConfigStorageController are tightly coupled removed this.
