After 6 months of being invalid one would hope replacement documentation is available on some level - please. I've tried google searching for what this page purported to once describe the process for back in the alpha. What is the process now??

jhodgdonThe Community Documentation on drupal.org is written by Drupal community volunteers who have an interest in updating the pages.
Complaints about docs being outdated, especially written as yours is so that they sound like whining, with phrases like "after 6 months" and "one would hope", are not all that welcome or helpful.
A polite issue report saying "This needs updating", in a straightforward and polite way, is more welcome, and actually updating documentation pages is even more welcome.
Anyway... hopefully someone will take an interest in writing an updated page sometime soon. You might also look at api.drupal.org and drupal.org/developing/api for more updated information.
