It took a bit of searching to find out why the bar went missing all of a sudden on edit pages, but after disabling Bootstrap Libraries the bar showed back up.
Initially I assumed that bootstrap was the culprit, but then I used another bootstrap compatible theme labeled "Bootstrap". The bar then appeared with both enabled.
I'm on a Panopoly install with Radix and Bootstrap Libraries all using the current stable versions.
Any help would be much appreciated. Let me know if there are any other details I can provide.

The one that comes with Panopoly. jQuery Update 7.x-2.3 with jQuery set to 1.7.

NWOM CreditAttribution: NWOM commentedI hadn't looked at this issue in awhile, but now after starting a new project with the newest Panopoly stable release, and the most recent Radix theme, I no longer have this issue.
Not exactly sure what the culprit what, but it appears to have been fixed.
