I can't reproduce this on the 8.x version. The files are stored based on their remote ID, not the local one, so in theory there shouldn't be any clean-up required between changing the field value. I enabled all of the caching, but perhaps some cacheability metadata from somewhere else causing it to be stale?

Can you provide any more context? Is it a simple field formatter on a node?

Spoke on IRC. The media thumbnail is not updating. I'd say that Media should resolve this for all providers, thus setting this back to 7.x.
