Approval for group "composer"

We founded a new group to support the implementation of Drupal in the composer infrastructure and providing a central point of communication for project overlapping tasks. The group is located at https://groups.drupal.org/composer .

Group members are active in several composer related projects on drupal.org and on github. An overview of that can be found in our meta wiki page https://groups.drupal.org/node/450258. We also founded the github org https://github.com/drupal-composer for providing relevant code for future implementations.
