None of Devel module's config data gets registered with Drupal.

That means, for instance, that the Devel menu doesn't appear. The config keys that the mail logger needs don't seem to exist either.

I think the only issue here was in #2397737: SchemaIncompleteException: Schema errors for devel.settings with the following errors: devel.settings:error_handlers.1. At least I can't find other problems, please reopen if I missed something!
