Custom layout not loading CSS

I've built some pages using custom layouts in panels. They display correctly in my local but when I upload them to live the pages just display the content without the layout. Inspecting the element suggests the browser isn't able to load the CSS for that layout.

If I go to the layouts tab in panels I get this:
