When browsing the HTML I noticed that the rules are displayed using that sometimes have titles set with help text in. This seems very hard to discover for the end user (i.e. me)

I'm not sure what this mean. Feel free to reopen this issue if you can give a specific example, perhaps with a screenshot, and point out where and why the HTML is incorrect.
