Hook Webform - Rules Webform

Hello,

I use Webform 4 and the Rules Webform module and i want to use Rules to add a creation XML files after a submission. But it's doesn't work.
If you know the reason can you tell me what solution i can use .
I have tried to create a new module but i don't know how to use webform hook.
