Is it possible to install over an existing Drupal 7.x installation on Godaddy hosting? It seems that the core would already be there.

It is semi-possible via the very untested install of the openchurch_theme and openchurch_apps theme/modules separately. Installing and configuring modules that way is more cumbersome and time confusing. I would recommend the blow away the old install and reinstall OpenChurch on top of it.
