I have downloaded the fullcalander 1.6.4 libraries and extracted to "sites\all\libraries" from there i renamed the 1.6.4 folder to fullcalander then copied the contents of the fullcalander folder to the top level fullcalander. i have tried several different versions of what is listed on your install help page but i cannot get this to work please help.

You just need to rename the 1.6.4 folder to "fullcalendar". That's all. The last step you mentioned, i.e.

copied the contents of the fullcalander folder to the top level fullcalander

is not needed at all. The steps are mentioned in the README.txt. Please confirm if this is still happening.
